Program of Control in Process Safety at Oil & Gas Operations phase as part of Safety Management System

Abstrak

The objectives of this study is sharing best practice and update developed Process Safety Management System in Oil & Gas Company to having effective safeguards and systems that are functioning as designed, improve Operational Process Safety using a system approach to strengthen safeguards critical in Oil & Gas operations business.
Using a systematic approach to establish risk-based and effective program of controls in Process Safety elements in Chevron Indonesia Company will support Process Safety by recognizing baseline safeguards and verifications. It will be preventing significant Process Safety incidents thru clear and sustainable actions for critical controls.
Program of Control Definition is Safeguards, verifications and audit programs used by an organization to guide the execution of activities conducted to prevent or to mitigate incidents, and to achieve compliance with applicable Requirements or Standards. The program of controls shall be systematic as they must be documented, governed, and designated to responsible person/s.
Safeguards are designed to ensure that work is being performed as intended, hazards are being controlled and incidents are being prevented or mitigated. Verification is actions to confirm that safeguards are functioning as expected, including, but not limited to: record reviews, confirmations of work task completion, or inspections. Audit Program is to independently assess compliance with requirements, verify that Program of Controls, safeguards and verifications are designed appropriately and are in place and functioning.
Program of Controls in Process Safety Standards separated into 3 phases:
1. Safeguards Controls; Mapping establish safeguards to manage process or work as designed and required or mandatory safeguards.
2. Verification Controls; Check that safeguards of Process Safety elements are in place and functioning by verify Safeguards are effective and verify potential failures of safeguards are mitigated.
3. Audit Program; Determine actions to validate, list of Standard requirements is complete and updated, activities meet requirements, updates occur as changes occur and safeguards are effective.
Program of Control and corrective actions tracking system is the way to ensure elements of Process Safety well managed and preventing serious injury or major incidents in Oil & Gas operations. It could be used for maintaining Process Safety Culture.
The Tool can be used as a systematic approach to establish risk-based and effective program of controls (Safeguards Verification) to implement and verify Process Safety elements standards or requirements.
