Abstract

1.1 Objectives/Scope
Pertamina, as an Indonesian National Oil Company flagship, has a vision to be a world class energy company. In order to reach that target, it has formulated strategy which we call it "five strategies Priorities of Pertamina" i.e.: Optimize and develop existing assets, takeover domestic PSC expired Blocks, etc. In order to implement the abovemention vision, Pertamina Upstream has deveop an aspiration (Aspirasi Pertamina Hulu 20130) whereas :
a) Pertamina has to support National Energy Aspiration,
b) Pertamina Upstream aim is to produce energy as much as 2,045 MMBOEPD in 2030. Currently, there are several block that will be expired in the near future and MH block is one of the block that is in the list that Pertamina is interested to operate continually.
1.2 Methods, Procedures, Process
In order to acquire this block, Pertamina has set up a a Team wich is assign to :
⚫ study the block to create a proposal and send it to the government (2014-2015)
⚫Approaching the existing block operator to farm in to be involve in the operation before it is expired so as to secure and maintain the oil & gas production level as optimum as possible (2008-2009)
In pursuit of the ESDM Decree No 15 in 2015, (dated 8 May 2015), Pertamina is set up a Project management team (namely TEAM-2), as a transition team, which has the aim to ensure and prepare strategy to accept the block transfer smoothly from existing operator before and after it is expired.
There are many management strategy applied in this team during the transition period (2016- 2018), i.e. by using management approach such as PDCA process, SWOT Analysis, etc
The challenges is how to make a solid team betweeen Pertamina team and TT team (existing operator before expired in 1 january 2018) to work together to aim a smooth transfer of operatorship.
